Policy

NPAIHB’s Policy Team advocates and educates on policies that align with NPAIHB’s strategic plan, governance and organizational documents, policy priorities, and following the directives from NPAIHB 43 federally recognized member Tribes in Idaho, Oregon, and Washington.

Our Purpose:

One of NPAIHB’s primary purposes for being established is to identify the needs and desires of American Indians and Alaska Natives in order to guide the Indian Health Service and other relevant federal, state, and local agencies in formulating policies, programs, and priorities in providing and delivering services which it is incumbent upon the United States to provide pursuant to the Trust responsibility and Treaty obligations made to federally recognized Indian Tribes.  

Our Role: 

NPAIHB acts as an advisory and liaison on Indian health to Northwest Tribes, the Indian Health Service (IHS), and other relevant federal, state, and local agencies. NPAIHB meets on a quarterly basis in January, April, July, and October. These regularly scheduled meetings are referred to as Quarterly Board Meetings (QBM). At each QBM, the NPAIHB Delegates conduct the business and affairs of NPAIHB.

Partners

  • Federal 

    We work primarily with Health and Human Services (HHS) and related agencies, including IHS, as well as Tribal Advisory Committees to advance Tribal health policy.

  • National

    We align on policy with Indian Country at a national level through partnerships such as, the National Congress of American Indians and the Coalition for Tribal Sovereignty.

  • Regional

    We work with regional intertribal and urban Indian organizations like the Affiliated Tribes of Northwest Indians (ATNI), American Indian Health Commission (AIHC), and the Native American Rehabilitation Association of the Northwest (NARA NW).

  • State

    We partner with our Northwest states, Idaho, Oregon, and Washington, to eliminate health disparities and improve the quality of life of American Indians and Alaska Natives.

NPAIHB FY 2026 Policy Priorities 

Our annual priorities guide our advocacy on behalf of the 43 federally recognized Tribes in Idaho, Oregon, and Washington. Grounded in the needs of Northwest Tribes, our priorities shape our work to protect and strengthen health systems.

Tribal Advisory Committees 

NPAIHB works with federal agencies, including Health and Human Services and Indian Health Service, through Tribal Advisory Committees (TAC) to support the self-governance and self-determination of the Northwest Tribes. 

Tribal Youth Delegate (TYD) Program 

NPAIHB’s TYD Program is grounded in the Tribal philosophy of the Seventh Generation by preparing today’s Northwest Tribal youth to make decisions that will ensure the health, culture, and sustainability of our Tribal communities for the future. By merging Tribal health practices with modern health advocacy, TYDs will learn to address health challenges.
