The purpose of the Utility Program Compliance Analyst is to manage the compliance requirements of franchise agreements and utility license holders for the City of Portland and the cable franchise agreements that are regulated under the Mt. Hood Cable Regulatory Commission (MHCRC). The main scopes of work will include creating processes for tracking and managing compliance requirements by contract, engage stakeholders on process improvements, and work with staff on franchise audits. An ideal candidate will have analytical skills and experience working in regulation as an analyst with five or more years of work experience. Technical writing and experience working in an external facing role with customers or parties is highly desired.

ABOUT MHCRC

The Mt. Hood Cable Regulatory Commission (MHCRC) advocates for and protects the public interest in the regulation and development of cable communications systems in Multnomah County and the Cities of Fairview, Gresham, Portland, Troutdale and Wood Village; monitors and helps resolve cable subscribers’ concerns in these jurisdictions; and participates in the planning and implementation of community use of cable communications technologies which make use of the public right of way. The MHCRC contracts with the City of Portland, through the Bureau of Planning and Sustainability, for staffing services. www.mhcrc.org
