About our Speaker: Albert M. Pooley was born to the Hopi and Navajo Native American cultures. He grew up close to both cultures on the reservation where the love of a father taught him outstanding life lessons. He holds a Master of Social Work (MSW) and Master of Public Administration (MPA) and has extensive experience as a marriage and family counselor. In 2002, Mr. Pooley founded Native American Fatherhood and Families Association with the purpose of strengthening and keeping families together. Throughout his professional career, Mr. Pooley has worked with over 400 tribes throughout North America in promoting and strengthening families in a variety of national and tribal programs that promote healthy parental involvement in creating happy and safe homes. As a father of six children, grandfather to 16, he appreciates the role of being a father and he finds joy in teaching principles that are relevant to his Native American culture.

Planning grants to support Oregon behavioral services The Oregon State Legislature allocated over $400 million for the 2021-2023 biennium to support and strengthen behavioral health services, workforce, and infrastructure. In particular, $180 million will support regional community investments in residential care and housing. To ensure that these investments meet community needs, the Legislature set aside $5 million in funds for one- time planning grants to be distributed by the Oregon Health Authority to community mental health programs, tribes, Regional Health Equity Coalitions, CCOs, and other community grantees. These funds will support partnerships among community-based organizations, counties, CCOs, and other entities to identify the current gaps in housing and facility-based residential services for people with behavioral health needs and make recommendations for how to best invest the funds from the appropriation. OHA will grant up to $50,000 per awardee.
Additional information about "RFGP 5250 Planning Grants to Support Elimination of Behavioral Health Inequities" can be found on Oregon Buys. A webinar was hosted on Aug 23 by the OHA for potential proposers to learn more and a second webinar is scheduled for Monday, August 30 from 5:15pm to 7pm. Below is the login information.
Meeting ID: 160 209 7257
Passcode: 319743
OHA will work in consultation with the grantees, other community members, Oregon Housing and Community Services, and OHA’s advisory councils to develop a plan to invest available funds and increase culturally and linguistically appropriate residential treatment and housing capacity.
Oregon's Legislature allocated $19 million to OHP oral health Provider reimbursements for delivering the Oregon Health Plan dental benefit were reduced by 11% for 2021. Dental Care Organizations (DCOs), CCOs, the Oregon Dental Association, and other stakeholders, including CCO Oregon, successfully worked with legislators on partially restoring this loss of funding for our provider community to mitigate the impact on OHP members and ensure a sustained patient-centered dental health system.
In June, the Oregon State Legislature passed House Bill 5006, the "budget reconciliation bill", and appropriated $19 million to restore 50% of the reimbursement lost due to the 11% rate cut. We are waiting on next steps to allocate the funds for disbursement from the Oregon Health Authority and legislative leaders. Meanwhile, the DCOs and CCOs continue to work with the OHA on dental rate setting for future years.
New positions open at the OHA The Behavioral Health Incentive Program Manager will lead a transformative, community-led, and community-owned initiative to increase the recruitment and retention of providers in the behavioral health care workforce who are people of color, tribal members, or residents of rural areas in this state, in order to provide culturally responsive care for diverse communities. Indigenous youth’s contribution to food systems transformation
Tuesday, October 5, 2021 | 15:30 - 17:00 CEST
INTERPRETATION AVAILABLE IN ARABIC, CHINESE, FRENCH, ENGLISH, RUSSIAN & SPANISH
Custodians of 80 per cent of the planet´s biodiversity, Indigenous Peoples live in varied and often fragile ecosystems. Their livelihoods depend primarily on natural resources allowing them to devise ingenious ways of managing their territories without depleting the resource base. Indigenous Peoples, even though they are amongst those who contribute the least to global warming, are at the frontline of climate change´s impacts and have developed mechanisms that can play a significant role in containing climate change´s impacts on natural resources and food security. Such knowledge has been traditionally passed on from one generation to another. Indigenous youth have important contributions to make to the world with a profound understanding of their identity, cultural heritage, livelihoods, and lands. At the same time, many Indigenous youth face immense challenges resulting from the intergenerational effects of dominant cultures. Often, Indigenous youth are confronted with the hard choice between maintaining their roots and traditions in the Indigenous community or pursuing education and employment by migrating to cities far from home.

On October 5-7, 2021, Cultural Survival will host a 3-day virtual conference that will convene conversations and knowledge-sharing around best practices for the revitalization and strengthening of endangered Indigenous languages and the traditional environmental knowledge carried within them. To make this event more accessible, registration will be free of charge.
Joining the conference will be Indigenous linguists, educators, and practitioners working in the field of Indigenous language revitalization. Discussions will demonstrate why language revitalization and biodiversity protection are inextricably linked, and present methodologies, practical ideas, and solutions for the best ways to carry forward the work of revitalizing, protecting, and sustaining language, culture, and land holistically.

Hearing a Need
Rural public health professionals across the Northwest voiced a need for better access to data that is easy to review and helps identify health inequities issues within the communities they serve. Data can provide insight for decision making and priority-setting and strengthens requests for funding to support communities.
Training Overview
This free training series, known as Addressing and Communicating About Rural Health Disparities with Data, is designed to increase understanding of population health concepts and help public health professionals develop skills and confidence in effectively communicating with data, including sharing data visually in charts and graphs.
The training is part of a five-year, collaborative project with public health professionals in the Pacific Northwest so they can more effectively identify, address, and communicate about health disparities in the rural communities they serve.
It is designed with and for public health professionals serving rural communities in the Pacific Northwest (Alaska, Idaho, Oregon, and Washington state). Module content primarily focuses on rural health disparities. The information and approaches highlighted in the modules are also transferable to a variety of public health contexts.
Training Details
Dates: October 12 – November 10, 2021
Time: Approx. 7 hours total
Cost: Free
Format: Self-Paced Courses and Live, Virtual Training

On September 20, 2021, HHS Assistant Secretary for Preparedness and Response (ASPR), Dawn O’Connell announced Tribal Consultation on recommendations to facilitate Tribal access to medical countermeasures and supplies that may be needed in public health emergencies. This consultation's focus is to identify gaps in the request process for Indian Health Service (IHS), tribal health programs (THP), and urban Indian organizations (UIO) health care providers, and recommendations on how to close such gaps to meet the ongoing needs of the current COVID-19 response as well as future public health emergencies. As part of this consultation, input is welcome on the following questions:
- What gaps or issues did your facility encounter when requesting federal assistance for medical supplies needed during the COVID-19 pandemic?
- What recommendations do you have to improve and address the gaps or issues?
- What recommendations do you have to improve the request process for federal assistance to access supplies held in the Strategic National Stockpile and other federal and military stockpiles?

12:00 p.m. to 1:00 p.m. PTAlthough gun violence is often in the news, some aspects of firearm safety get less attention. For this reason, the October session of Hot Topics in Practice will focus specifically on older adults with cognitive impairments and their risk for injury.
This one-hour webinar will review recent data about firearm deaths, including information about populations with Alzheimer’s Disease and its related dementias. The presentation will explore federal and state policies for addressing firearm safety among our aging population with cognitive issues. Participants will also learn about a new intervention toolkit with strategies that promote collaboration and health around this issue.
Register today to learn about policies and practical solutions to prevent firearm injury and deaths among older adults.
This webinar is supported by the Harborview Injury Prevention & Research Center.
Please be advised that this topic may be sensitive for some viewers. A recorded version will be available afterward for viewing at your own pace.
