In this series of presentations, ECHO faculty members Jorge Mera, MD, FACP, Director of Infectious Diseases for Cherokee Nation Health Services (CNHS), and Justin Iwasaki, MD, MPH, primary care physician at the Lummi Tribal Health Center and Co-Founder/Chief Medical Officer of Tribal Health Connections, provide the rationale, program design, and tools that can be used by healthcare providers, public health staff and tribal decision makers to develop and enhance community-tailored HCV micro-elimination programs in Indian Country. Presenter Bios
Jorge Mera, MD, FACP, is the Director of Infectious Diseases for Cherokee Nation Health Services (CNHS), the largest tribally operated health care system in the United States. He completed his fellowship in Infectious Diseases and Clinical Microbiology at Baylor College of Medicine in Houston, Texas and is Board Certified by the American Board of Internal Medicine (ABIM) in Infectious Diseases. During recent years Jorge’s efforts have been dedicated to organizing the Cherokee Nation HCV elimination program, as well as the HIV/HCV ECHO project. He is also the Director of the HIV clinic since 2012 and the Principal Investigator of the End the HIV Epidemic for the CNHS. He is a Clinical Assistant Professor in the Department of Internal Medicine of the Oklahoma State University Health Science Center and a Fellow of the American College of Physicians.
Justin Iwasaki, MD, MPH, has worked in multiple communities around the world developing innovative solutions to complex health problems. He previously served as the Executive Medical Director of the Lummi Tribal Health Center where he launched a Hepatitis C elimination program. He continues to work with the Lummi Nation on special projects including directing an Opioid Overdose Prevention Program. He is also the Co-Founder/Chief Medical Officer of Tribal Health Connections, a healthcare company working to increase access to virtual specialty care in tribal communities. He has designed and lead projects with funding from the CDC, the Bill and Melinda Gates Foundation, Center for Medicare and Medicaid Innovation, and his work has been developed into case studies by Harvard Business School and the Stanford Design School (d.school). He holds a clinical faculty position with the University of Washington School of Medicine and completed a family medicine residency at the University of Washington Medical Center in Seattle, Washington with concentrations in bioinformatics and global health. Prior to that he graduated from the University of Utah’s combined MD/MPH program where he was involved in the start-up and impact investing community.

About The Prevention Leadership Academy
The goal of the Northwest PTTC Prevention Leadership Academy is to engage leaders in the prevention workforce to identify and build upon their strengths in creative problem-solving, strategic planning, and charismatic communication.
The COVID-19 pandemic has challenged leaders of local substance misuse prevention efforts to keep communities engaged. Given the uncertainties around face-to-face meetings, many of us are looking for new ways to re-energize our connections. The Virtual Northwest Prevention Leadership Academy creates an opportunity for participants to learn and experience online tools that create energy and empowerment to engage leaders, coalitions, and community members in our collective prevention efforts.
The Virtual Leadership Academy will explore both leadership principles using a set of Liberating Structures customized for prevention and online delivery. Liberating Structures is a set of practical methods and tools designed to foster active participation and create innovation among team members, collaborators, and communities. Their use facilitates trust-building and shared commitment to group values and outcomes. Northwest PTTC staff is excited to be collaborating with facilitators of Liberating Structures to present the academy.

The Leadership Academy is free-of-charge to participants.
Primary Audience
The primary audience is community-level and prevention practitioners representing states and tribes throughout HHS Region 10: Alaska, Idaho, Oregon, and Washington. Individuals that did not participate in the Leadership Academy will be given first priority for participation. The Academy registration will be limited to 100 participants.
Participation Requirements
- Complete a brief online Leadership Assessment as part of registering for the event.
- Use a web-camera and have appropriate technology to join the online videoconferencing platform (i.e., internet connection, built-in or USB webcam, laptop/tablet, built-in/USB/Bluetooth speakers & microphone)
- Actively engage and be on camera 90% of the time during each session, since this is not a webinar series and active participation is essential to gain or improve skills.
- Commit to attend all sessions of the Academy on scheduled series days/times.
- Complete up to 1.5 hours of independent learning activities between each session
Participant Registration
Registration for the Prevention Leadership Academy will open on August 4 until September 1, 2021. Prior to registering for this event, individuals will first need to create an account on the PTTC Learning website. Individuals that have participated in a Northwest PTTC Enhanced Prevention Learning Series will use the same user-name and password to register for the Prevention Leadership Academy.

In order to receive 15 continuing education hours, participants are expected to complete up to 1.5 hours outside of the live sessions, join each live session, and be on-camera for the live sessions. On September 20, 2021, HHS Assistant Secretary for Preparedness and Response (ASPR), Dawn O’Connell announced Tribal Consultation on recommendations to facilitate Tribal access to medical countermeasures and supplies that may be needed in public health emergencies. This consultation's focus is to identify gaps in the request process for Indian Health Service (IHS), tribal health programs (THP), and urban Indian organizations (UIO) health care providers, and recommendations on how to close such gaps to meet the ongoing needs of the current COVID-19 response as well as future public health emergencies. As part of this consultation, input is welcome on the following questions:
- What gaps or issues did your facility encounter when requesting federal assistance for medical supplies needed during the COVID-19 pandemic?
- What recommendations do you have to improve and address the gaps or issues?
- What recommendations do you have to improve the request process for federal assistance to access supplies held in the Strategic National Stockpile and other federal and military stockpiles?

Mindfulness training was developed over 2500 years ago; shared across many cultures and called many different things. It is a skill of paying attention and way of experiencing the world, which has been shown to reduce human suffering. It is a wisdom practice, that helps us shift how we relate to the world; to work with rather than fight what we cannot control, and to change what we can. It is no magic solution. It is common sense and takes practice. Modern research has increasingly shown how learning mindfulness meditation – with different sitting and gentle movement practices – reduces stress, improves both physical and mental health, and helps us reconnect with a life that really matters.

“Dr. Wright has a clinical psychology doctorate with specialist training in palliative care and chronic pain at VA Portland HCS. His clinical and research interests are focused on contextual cognitive behavioral therapy and mindfulness-based interventions with medically-involved populations. Currently, he works part-time with VA Portland, primarily as a Clinical Psychologist with the Center for Integrated Pain Clinic (CIPC), as a Whole Health Educator, and more recently, as founding Director of the Mindfulness Institute. Through his work and prior learning experiences, Dr. Wright has had the good fortune of integrating personal and professional interests in eastern/Buddhist psychology.
