The Department of Justice’s 16th Annual Government-to-Government Violence Against Women Tribal Consultation will be held August 17-20, 2021 in four afternoon sessions. Due to ongoing health concerns and travel uncertainties created by the COVID-19 national pandemic, the consultation will be held on a virtual platform for video conferencing and online meetings.
The consultation is held pursuant to Section 903 of the Violence Against Women and Department of Justice Reauthorization Act of 2005 (codified as amended at 34 U.S.C. § 20126). This law requires the Attorney General to conduct an annual consultation with Indian tribal governments concerning the federal administration of tribal funds and programs established under the Violence Against Women Acts (VAWA) of 1994, 2000, 2005, and 2013. The statute further directs the Attorney General, the Secretary of Health and Human Services, and the Secretary of the Interior to solicit recommendations from Indian tribes concerning:
1. Administering tribal funds and programs;
2. Enhancing the safety of Indian women from domestic violence, dating violence, sexual assault, homicide, stalking, and sex trafficking;
3. Strengthening the federal response to such crimes; and
4. Improving access to local, regional, state, and federal crime information databases and criminal justice information systems.

Our health care teams throughout the agency need to be able to address getting our pediatric/adolescent population caught up with routine vaccinations. The Department of Justice’s 16th Annual Government-to-Government Violence Against Women Tribal Consultation will be held August 17-20, 2021 in four afternoon sessions. Due to ongoing health concerns and travel uncertainties created by the COVID-19 national pandemic, the consultation will be held on a virtual platform for video conferencing and online meetings.
The consultation is held pursuant to Section 903 of the Violence Against Women and Department of Justice Reauthorization Act of 2005 (codified as amended at 34 U.S.C. § 20126). This law requires the Attorney General to conduct an annual consultation with Indian tribal governments concerning the federal administration of tribal funds and programs established under the Violence Against Women Acts (VAWA) of 1994, 2000, 2005, and 2013. The statute further directs the Attorney General, the Secretary of Health and Human Services, and the Secretary of the Interior to solicit recommendations from Indian tribes concerning:
1. Administering tribal funds and programs;
2. Enhancing the safety of Indian women from domestic violence, dating violence, sexual assault, homicide, stalking, and sex trafficking;
3. Strengthening the federal response to such crimes; and
4. Improving access to local, regional, state, and federal crime information databases and criminal justice information systems.

This training is focused on helping behavioral health providers serving Native American communities develop and strengthen their skills of early identification and intervention using the SBIRT Model.
Goals for SBIRT Training:
1. Provide a 3-hour webinar training to introduce and describe the SBIRT model
2. Offer resources to further individual’s practices
3. Post-training, there will be opportunities for personalized sessions to discuss and practice implementing the model into practice. Each post-training session will be up to 2 hours and will address any challenges that arise in real practice with clients

Tomlin PhD, LPC, LMHC, CADC III Since 1974, Dr. Tomlin has been in the addictions and mental health treatment and prevention field as a counselor, administrator, educator, and consultant. Now is semi-retirement, Dr. Tomlin is committed to sharing her experiences and knowledge within Native American/Alaska (NA/AI) communities. Her career has focused on the development of supervision and training practices to support the professional development of evidenced based practices.
She is a member of the Cheyenne River Sioux Tribe, where her mother was raised. On her father’s side, she is Irish American from county Mayo in Ireland. Her family has many roots in the NW, with relatives from the southern Willamette Valley to Seattle.

What is the appropriate funding level for a mandatory funding proposal?
• The Eiden Administration is committed to advancing health equity for American Indians and Alaska Natives by investing in the IHS. The IHS is historically underfunded, and a 2018 analysis by the IHS Indian Health Care Improvement Fund Workgroup indicates that the agency is funded at less than 50 percent of the total health care need, before considering facilities backlogs, sanitation construction needs, and other mission critical projects like Health Information Technology Modernization. We seek input on the appropriate funding level to address persistent health disparities in American Indian and Alaska Native communities.
2. What is the appropriate growth pattern for a mandatory funding proposal?
• Funding levels will need to change over time to address the rising cost of health care services, the changing scope of facilities and staffing needs, and for costs such as Contract Support Costs and Tribal Lease Payments. We seek input on the appropriate growth pattern over time to address these increasing costs and preserve purchasing power.
3. What is the appropriate appropriations structure for a mandatory funding proposal?
• A mandatory appropriation can take many forms, from a definite annually appropriated entitlement, to an indefinite appropriation providing funding over several years. We seek input on the structure for the mandatory appropriation that best suits the needs of the Indian health system.I invite you to join us for two virtual Tribal Consultations to share your input and recommendations on mandatory funding approaches and to discuss these important questions as well as hear your thoughts and concerns. Tribal Consultation dates, times, and virtual platforms are included below. In addition, if you would like to submit written comments and recommendations on the mandatory funding approaches, please submit comments by Friday, September 3, 2021.
